How We Do
Improved Capacity of Duty Bearers at National and Local Levels
- National-level Master Trainers (including NILG) trained the DTPs.
- DTPs then provided basic and refresher training to UP Chairpersons, Panel Chairs, Members, Secretaries, and VCAs/AACOs.
- DTPs also raised awareness among other local stakeholders.
Legal and Policy Framework Improved for Effective Village Courts
- Work with NLASO to promote case referrals, ensure quality, and raise awareness.
- Advocate with the Supreme Court to host regular coordination meetings between UP Chairs and the judiciary.
- Propose amendments to the VC Act 2006, UP Act 2009, and VC Rules 2016 after stakeholder consultation.
Increased Awareness Among Rural and Marginalized Communities
The project developed a comprehensive communication and outreach strategy in close consultation with the Project Management Unit (PMU), implementing partner (IP) field teams, and strategic stakeholders, including relevant Government of Bangladesh entities, media, and community representatives. This strategy was efficiently applied to strengthen coverage of awareness-raising and outreach activities, ensuring maximum reach to Village Court (VC) service seekers and enhancing access to local justice services.
Better Evidence and Knowledge Sharing
- Conduct studies (baseline, mid-term, final evaluations, women’s empowerment, user surveys, etc.)
- Share results with GoB and others through conferences and regional exchanges.
- Promote South-South cooperation for knowledge sharing.
Innovation for Sustainable Justice Delivery
- VCMIS: Expand the digital case management system to all activated UPs.
- VC Digital System: A new app will allow users to file cases, track updates, and receive SMS alerts.
2. E-Learning and Awareness
- Develop online training tools and a mobile app to help the public understand VCs.
3. GEMS (GPS-based Monitoring)
- A mobile/web app to monitor field staff activities and program quality and ensure accountability.
